The status checker Tells me that my server is Offline.

Also i cant approve my server Im not sure why.
and as it is I am running my server from the comp that im hosting the server on... So There is my list of problems. :D

First do EVER release your IP and second you got a picture of your server running?

"The IP address 192.168.0.0 is the start of the Class C private range. By convention, network routers and other gateways use 192.168.0.0 to reference a private network generically. You should not attempt to set 192.168.0.0 as a static IP address for any host, becuase it is reserved for use as a network address.".

That includes for the IP Address you are using - 192.168.2**.*. If you put that into the Toplist - you are trying to get the status of the Server RuneLocus is hosted from.

192.168.*.* is local, in this case meaning my own dedicated server, like Smudge says.

oo sorry lol, not up-to-date uhm.. You tried running without firewall/A-V? I know its risky, but it's worth a shot, if it works then it has something to do with 1 of 'em.
Edit: But id imagine it'd be something with the firewall.

Edit 2: If I remember right about RSPS, (Which was like 1 year or so since i've coded for RSPS) That IP won't work, try 127.0.0.1 That no-ip IP should work for others, if you give me a download link to the client VIA PM, i'll try to conenct if you want to.
