I am willing to host a server, under certain conditions, 24/7 for free.

Pc Specs:

Memory(RAM): 1.00GB
Processor: Genuine Intel (R) CPU 585 @2.16GHZ 2.16GHZ
Operating system: Windows Vista ( Unfortunately )
System Type: 32 Bit


-I must recieve Administrative rights

-Server Must have forums

-Server must have potential

That may be true, but your post count doesn't always influence your skill, and reliability.
