Get a FTP client like FileZilla, sign up at a webhost, then go to the FTP client, go to file -> new, etc.
Set your server name, username and password. Use 'normal' on the drop down menu.
Port is usually always 21.
Login, if it's successful, just drag & drop files onto the web-server, once you have deleted the default html page.
Delete cookies if you need to.
Use some tutorials on YouTube or Google, if you want them to be more 'self-explanatory.'

Unless you are allowed to use a remote SQL connection you ain't going to be adding Vote4cash any time soon my friend. FTP stands for File Transfer Protocol - Basically you get a FTP client such as Filezilla; enter your created or root FTP details and you can upload files faster than using a web-based uploader.
PHP stands for Hypertext Preprocessor which is a scripting language; if you don't know HTML which is markup; I highly doubt you will be able to create a site using PHP.
As for Popupvote: Only the registered members can see the link.!
And to get you started: Only the registered members can see the link.

Get some free-forums from Only the registered members can see the link. and download whichever version, I can help you install your website, if you want.
You can also ask by creating a support ticket, on 000webhost. I highly recommend you use a different host though, as they smother your website with ads and slowness.

Yes; HTML isn't a scripting or programming language is is a markup language making it one of the easiest web-based languages. You can learn HTML from w3schools along with PHP, SQL and so forth.
