You have an IP really close to someone else's.
As in the last two numbers in your ip being really close to the ones from the other person.

Oh wait that explanation is bad.
To make it easier to understand, every single number in your IP matches the other guys IP, except for the last two digits.
The toplist ignores the last two digits two avoid the easy dynamic IP addresses.

I got this problem the other day when someone asked me to vote for them. I think I've voted maybe twice in my life, and it said I had voted in the last 24 hours.
