Animating Models

Does anyone know how to animate models? like is there a certain program? and if there is please give me link to it and/or a tut on how to use it.

Uhm Like Animate It To The Character? Or Actually Physically Make An Object Move Like A Spinning Wheel??

make it so that the object has a custom special. and it works with the player. like someone's donor cape as a donor sign special :p

Oh Like Owner Blades?? I Could Do That But My Client Doesn't Read Emotes And I Tried GFX And That Didn't Work Either XD
