The rules for this section are quite simple.

Do not post a website for the sole purpose of advertising. There must be a valid reason for posting it, such as asking for suggestions, improvements or recruiting a development team.
Don't link to any forums you have made, unless you made a plugin or a theme for it.
Any content you post most of been made by you. Which means pre-made templates are not allowed, unless you made it yourself and you're releasing it.
(Update) Any services you're offering must be made by you (there is one exception). Email services are not allowed unless you include a service that contains something that you made yourself (e.g, web development services(freelancing, designing, custom web apps, etc)). For web hosting, that is a different matter. Web hosting services are allowed regardless if you made anything yourself or not. You can also offer emailing services along with web hosting services.

Global/Posting rules apply too.

There has historically been a grey area around what classes as advertising, so you should really define it more specifically.

I'd suggest the rule to be something like this:
Do not post a website for the sole purpose of advertising. There must be a valid reason for posting it, such as asking for suggestions, improvements or recruiting a development team.

I see lots of topics with people posting the same forum packages with no original content. This is against the rules, no?

It's not exactly great for the section, having loads of "awesome projects" which involve making a few boards and installing a theme.
