EDIT: February 22, 2011: I am now back and will answer your biggest question which is to turn on the custom construction, all you need to do is give players the item 7279. (It opens the interface for construction)

Posting my source because I worked hard on it but never released to the public so this is the first it will ever be seen.

Original Source: Delta (Heavily modified with completely refurbished systems like combat, food, shops, etc)
Server type: PKing w/ Economy

This server uses the ::item command.
Unlike most servers, the ::item command costs money to "spawn" items.
Rares cannot be spawned by ::item. (Ags, Phats, DFS, Etc)

Example 1:
::item 4151 1
You just purchased abyssal whip for 3000000.

Example 2:
::item 4151 2 (Buys 2 whips)
You just purchased abyssal whip for 6000000.

Donator Point Shop
PvP Rewards added onto kills (Ancient statuette, Barrows, Vestas, Random Rune, etc)
Supply Shop with unlimited stock of common items. (Fire Cape, Etc)
Players can create their own CUSTOM Shops. (Full-proof)
Runescape Spirit Shield effects (Unlike most servers that just put in shields with high def, I coded FULL RS EFFECTS)
Fully working DFS Operate option better than PI dfs.
Many items from runescape cache, dungeoneering items, balmung, etc.
Specially made buttons placed into emote tab.
Fully working skillcape emotes.
Many NPC Skins updated (525 Kalphite, 525 Dragons, etc)
Pest Control
Custom Donator Options
