when i see this is think "oO he failed at COD, so he tried HALO, but still failed"(no offense) Anyways on to the art, remove that blue shit, it dont blend well. And also remove the shit around the text, you can use scan lines, but dont make the opacity 100%, since it will not look good lower the opacity to about 30-50%. i believe this may have took you like 5-10 mins of work, looks like a quickie, not a 30 min project, not to be rude. sorry i havent been on, i got an xbox and i do other shit also.:P

This isn't Halo. This is ODST.
And i only did 1 COD Siggy, and the outcome was good.
I'm going to remove the text, but the resti think is fine.

yeah dont ever cover focal with lines like that, u need to work on quality and blending, u made the render really LQ with those effects.
need to clean it up and add more to the background.
