People have been logging on my server spamming to join sexiscape and when i or one of my admins mute them they make more accounts and continue spamming

By what do you mean 'can they do this'? If they continue to spam you're server then that is a community problem on your side; however the more they spam another's server; they lower the reputation of the server being advertised. Simply IP Ban them and then enforce a word filter blocking other RSPS names that are being advertised.

As far as 'can they do this' because RuneLocus has them on the top-list; They are just ruining the reputation.

We are not the RSPS police. We can't do anything. Just do what Smudge said and IP ban + censor.

Well buddy ,since you have your page on RuneLocus TopList surely does not mean that that any drama/matters/fights are related to Only the registered members can see the link.
And secondly , best thing is IP ban them , Mute them , Delete their files from the character accounts , or scare them off like saying " i'l DoS you , i'l call 911" (JK)
