This tutorial was created by Spear, in early 2009 on a different forums.
Step 1: To start off open photoshop and create a new document.
I suggest you use the following settings to get the best results with your background:
Only the registered members can see the link.
Step 2: You should now have a white square. Select a round brush with something between 10-20px in size and paint some random lines in the middle of your square. I'd advise no more than 6.
You should get something like mine:

Step 3: Now, go to your top toolbar and select:
Filter > Blur > Radial Blur
and select the following configuration:

Your image should then look a bit like this:

Step 4: The next step is to go to:
Filter > Stylize > Find Edge
It should look like this:
Only the registered members can see the link.
Step 5: Repeat step 3
Step 6: A good idea now would be to invert the colours. Use the keyboard shortcut Cntrl + I. It should turn out like this:

Step 7: Use keyboard shortcut Cntrl + B and change the colour levels like so:

Step 8: Repeat steps 3-7 again and you're done:
