E-thug threatening my server

This E-thug on my server keeps threatening me with a pic of a chatbox in my server were someone says

I'm going to go vote on a proxy!!! - (He said that because we needed 1 more vote for this server war)
Then after 3 people say something I said K, I was reffering to something someone else said.

What I'm just wondering about is am I in any danger of getting removed if he puts this up some were?

Also, Is it against the rules to give server wars if we get so and so votes or updates if we get more votes.

Agreed, someone could easily go to a chatbox and say, guys im going to use a Proxy and vote for you. It probably wont be enough proof.
