Whats the next best thing to vBulletin

i want vBulletin but i can't afford it and i won't stoop to using a nulled vBulletin whats some good forums that are free please don't give me things like forummotion and such i've tried them and they don't have the customisability that i want

mybb would be the best choice if you want a free easy to customize forum, ipbfree is not really all that easy to customize and I wouldn't really recommend it.
Ipb is not free and is probably going to be the same problem you have with vbulletin that you just can't afford it.

Small, simple, lightweight, efficient, and some good mods/themes.

Get offshore hosting and use nulled vBulletin and then once donations get coming in, buy vB.

@Toxic™, Smf is by far the best free software you can get for a forums, here is my forums, and its smf (Only the registered members can see the link.)
