They wouldn't even fine the owner anyway, they just get the site taken down by politely threatening the host. You'd only get fined if you hosted it yourself and refused to delete the forums after multiple requests.

Yeah, but you can also get done for installing them; but I think that's if you charge people. I completely forgot. I've never seen anyone stupid enough attempt to host nulled vBulletin on their own host / server on-shore. Most people have common sense and purchase a offshore server therefore making a DMCA notice useless.
