so if there will be a spam section it would be great so people can spam a litle bit, and getting so more post and getting there ranks back like [TOP POSTER] etc etc..

Top Poster isn't something your supposed to get in a few weeks/month+ not a day. Everyone would stay in spam section and get posts.
But improve idea:
Make spam section, but don't add post count there :D

Terrible idea. Isn't it bad enough there are trolls posting like 200+/day, but now we need a way to multiply their posts.
