It's extremely hard to find something unique on the internet; I've spent days on end sometimes trying to think of unique idea's. You could do a technology review website of all the products coming out on the market. i.e. The iPad - The New Xbox 360. However I don't think it's a unique idea. I'll have a think for a bit and re-post if I manage to think of anything.

You need to think in terms of what people are finding difficult and make it easier for them. I've just started writing my own browser game in PHP and when I did, I noticed a lack in communities supporting people who are, and a lack of decent source code to work from.

Why not create a PHP game engine that deals with all the back-end stuff like inventories, fighting, level and leave the front-end stuff like, site design, item names and abilities, monsters and exploration to the people who decide to use your engine. Obviously, create an example to work with the engine so people know how to use it. Just an idea.

I don't really want a site related to gaming. However, making a site that makes things easier for other people is a good idea, it's just pretty hard to think about.
I don't want the site to be there for just youth, but mainly general uc.

Okay, I get you. You need to think specifics though. Remember, Yahoo Answers is there for the problems that can be solved easily. Ridiculous things get an amazing number of hits if it's money you're after. Just off the top of my head, a guide to successfully booby trapping your house would make me piss myself.

Second, you need to harness your skills (for you, web design & harboring retard 12 year olds) and find your target audience and then go into the thick of it and ask what they want. So, if you're trying to solve problems for people learning OOP, go to programming sites and ask them what their biggest problems are when it comes to learning, then solve them!

Make a site where you can upload pictures. People can buy the pictures, and you get 25% of the profits the person makes. This way, you make cash and you are helping PhotoShoppers and shit.

Make a site about cooking. Like recipes and shit, I personally love to cook and would definitely join.

This is rather funny, the stuff I'm trying to think off that would be new is either stupid or not new, or doesn't involve a community.
But this is kinda one I guess.
24/7 support for ANYTHING, yay, ANYTHING.
Have a few people with better knowledge of a few things like gaming, you could do scooters, other people for GFX etc.
Or even just get random people to help random people, kinda like yahoo answers just 1 site dedicated to 1 thing.
People go onto the site, ask a question and say its related to GFX they would ask a question with a tag or something related to GFX so peoples go thar and help.
If it is on anything else like..space? Get other people who know could answer question etc.
Don't make it like a forum tho, do one of those Live support things for like HP or Xbox or something IDK.

You have various tabs on the site which bring forward features of a forum, you can then process it so it makes a solid forum and then download it. The person then gets a fully customized blank forum to work on. - I don't know if you would be able to do it though, it is fesable however.
